The recent Vatican letter to bishops, signed by Archbishop Arthur Roche, head of the Congregation for Divine Worship (CDW), on how to implement certain restrictions on the traditional rites of the Mass and the sacraments, has drawn concern from some canonists over the weight of its interpretation and authority to further limit use of the traditional Latin form of the Rome Rite. The CDW does not have any legislative force in itself, according to the law of the Church and CDW’s own rules.
