During a speech at Harvard Law School, Justice Stephen Breyer sought to squelch proposals to increase the number of Democrat-appointed justices on the high court. The Supreme Court, he said, is not a political institution, adding that “Structural alteration motivated by the perception of political influence can only feed that perception” and erode trust in the Court and its decisions.
